Oakland SD 1 staff briefed the board on June 11 about an awarded $2,500,000 seismic grant for the high school and engineering concerns that could materially change the project scope and cost.
Staff said engineers suspect areas of “bad fill” beneath interior hallway slabs that are swelling when wet and shifting concrete floors. To test the theory, staff proposed digging a 4‑by‑4‑foot test pit in the middle hallway and two additional test holes to confirm subsurface conditions; staff estimated summer testing at roughly $20,000. The testing is intended to establish whether the project can be completed within the awarded $2.5 million or whether additional work will be required.
Staff outlined three courses of action if testing shows extensive problems: (1) proceed with the $2.5 million grant and perform a minimal seismic overhaul that may not address every ancillary need (for example, not replacing the large boiler room); (2) return to the state to request additional funding or ask the state to split the project into phases (long‑haul and short‑haul work) so that more extensive remediation could proceed over time; or (3) return the grant, accept responsibility for test costs, and reapply for phased work to address the subsurface issues properly. Staff said a decision will likely be required at an August or September meeting once testing and engineering analysis are complete.
Board members were told the building’s walls have not shown major cracking while floors have shifted, which suggests subsurface fill issues. Staff noted other related needs — window replacement where frames are rotten, attic seismic work and a messy attic space that will require additional work — that could increase costs beyond what the current grant covers.
Why it matters: The outcome will determine whether the district can complete a comprehensive seismic retrofit within the current grant or must seek further state assistance, split the project, or delay work. Staff emphasized the large potential cost and schedule implications for cafeteria projects and other campus priorities.
Next steps: Staff will carry out the test pits this summer, report results to the board and present options at a subsequent meeting (targeted for August/September). The board may decide to proceed, seek additional state funding, phase the work, or return the grant and reapply.
