The board reviewed the OSBA ballot and one local candidate on the Legislative Policy Committee ballot, then moved into a second reading of several policy updates, including changes to directory information and record-retention practices.
Board members asked for clarification on whether the policy's references to "directory information" cover text messages or other modern communications; staff said directory releases would be limited and health records and medical information (including special-diet documentation) are retained in health records subject to regular purge timelines.
Trustees discussed whether the district should permit stipends or reimbursements for board members who incur out-of-pocket costs (travel, childcare) to serve. One board member noted a possible $500 stipend figure and board-wide cost estimates near $5,000'$6,000 annually if a stipend policy were adopted. Members debated whether a stipend or a reimbursement program would be preferable and flagged potential public-perception and abuse concerns. The board agreed the question could wait for budget consideration in spring; staff noted a stipend or reimbursements would have to be set before the next budget cycle if the board wanted the budget to cover the cost.
The board also reviewed procedural changes recommended after an OSBA presentation: more explicit roll-call vote recording (calling ayes and nays rather than simply announcing a motion carried), and the requirement that if a trustee abstains they must state the reason (for example, a conflict of interest).
Finally, trustees discussed bargaining/negotiations structure (how many board members serve on classified vs. certified negotiations teams, whether legal counsel should lead bargaining, and how the negotiation team reports back to the full board). A member volunteered to participate so the district can continue work on negotiation procedures for future meetings.
What happens next: the board deferred formal adoption of policy changes and any stipend decision to a later meeting after additional review and (if needed) budget adjustments.
