Staff says ESD local service plan is mostly flat but warns CTE funding could be reduced

District staff summarized the ESD local service plan (LSP) and said, based on current information, services and funding look largely flat for the coming year. The presenter cautioned that biennium budget shifts and state‑level budget pressure could create potential shortfalls and that the district would monitor impacts.
"Some of the biggest highlights... there’s no load of change right now. Everything looks like we're just maintaining a rate," the presenter said. He added that CTE (career and technical education) funding has been one of the early targets for state reductions and that Eastern Oregon districts remain committed to maintaining local CTE offerings where possible.
Staff said preschool funding tied to online enrollment adjustments remains pending, and that the district expects final adjustments as the state finalizes counts. The board was told staff will report back before the formal vote; one board member asked whether the presenter should return and the presenter replied he could if needed. The formal LSP approval was scheduled for the next regular meeting.
