Tara, the staff presenter, said the integrated plan bundles multiple grant-funded programs into a single submission and requires five components including an ODE equity lens, a comprehensive needs assessment, and longitudinal performance targets. "The integrated program was designed to take a bunch of grants that we normally had to do a bunch of different plans for and put them all together," Tara said, adding that the plan mainly continues existing investments while placing the Jumpstart program into the student investment account for secure funding.
Board members pressed staff for data after the presentation. One member said the district's assessment scores have declined since the COVID years and requested a data-focused work session to review trends and priorities. Tara and other staff said ODE will review and may adjust growth targets during the co-development process; the board agreed to hold a work session to examine the district's data in depth before making additional budgetary commitments.
The meeting also included a report on family listening sessions aimed at English-language learners and migrant families. Darren, who summarized those parent conversations, said parents flagged reading and math supports, tutoring and after‑school programs, and difficulties accessing district tools for Spanish-speaking families. "They said attendance matters, kids are distracted, social media gets in the way, kids don't get enough sleep," Darren summarized. He added that Latino students represent about half the district's population and are not performing at the same rate as white students, which the district said it must address.
Darren noted the superintendent's advisory work group on equitable experiences and outcomes is required by state law (referenced in the meeting as Senate Bill 732) and that the board will be asked to approve the work-group membership in June. The board approved the integrated plan by voice vote and the plan will be posted for community comment before the formal ODE submission.
The board did not use the meeting to adopt long-term changes to staffing or budgeting but emphasized the need for measurable priorities tied to the plan's goals. The district said it will return to the board with further data at a scheduled work session.
