North Santiam board adopts procurement, field-trip and relationship policies; expands professional-boundary restriction

At its regular meeting the North Santiam School District Board adopted several policy changes intended to update procurement procedures, field-trip authorization and professional-conduct rules.
Board members approved a revised procurement policy (DJC) and removed a related policy (DJCA). Counsel and staff said the administrative regulation (AR) that implements DJC shrank procedural text from about 25 pages to 6 and updated cost thresholds. A trustee who reviewed procurement changes said he did not find issues with public procurement language.
The board also approved IICA, the field-trip and excursion policy, after Superintendent Lee Loving explained two principal changes: replacing a mileage-radius rule with a superintendent-approval requirement for out-of-state travel that extends more than one school day or two nights, and clarifying wording in several paragraphs.
Separately, trustees adopted changes to policies GBNAA and JHFF that, among other edits, extend the district’s prohibition on certain professional teacher–student relationships from 90 days to one year.
Board reactions were generally supportive. “I move that we adopt policy DJC and DJCA,” one trustee said; another seconded the motion and the board approved both actions by voice vote. The IICA motion passed by voice vote as well, and the professional-boundary policy changes were adopted unanimously in the meeting record.
What it means: the procurement and AR updates are intended to streamline district purchasing and align thresholds with the board policy; the field-trip change centralizes approvals for longer out-of-state trips with superintendent oversight; extending the teacher–student restriction to one year tightens the time window for permitted interactions following certain incidents.
Next steps: administrative regulations implementing the procurement policy will be active, and staff will follow the updated field-trip approval pathway and the revised professional-boundary rules.
