Board takes first reading on facilities-use policy that would allow superintendent-authorized alcohol at select events

The board reviewed a first reading of a revised community-use policy that would retain a broad prohibition on alcohol, marijuana and tobacco on district property while allowing the superintendent to authorize alcohol in specific circumstances with an application and procedural review. The superintendent said the policy change was prompted by an approach from a minor-league baseball team seeking to use the district field, which would rely on alcohol sales to be financially viable.

"That is not something that's going to happen by June," the superintendent said of allowing alcohol at school events, adding that staff would develop an administrative rule (AR) and consult the district's insurance agent before bringing the item back for adoption. The superintendent said the district has discussed model language with a nearby district that has allowed similar events and that the proposed AR will specify insurance, OLCC site-plan requirements and approved vendors.

Board members asked how an alcohol area would be isolated and who would bear liability if rules were breached. Staff said an OLCC‑compliant site plan and approved vendors would be required and that outside organizations and vendors would carry liability insurance; the district would monitor compliance but expect the event operator and vendors to enforce separation of areas where alcohol is sold and consumed.

Board members also discussed facility rental rates and the board asked staff to ensure private rentals are not subsidized by taxpayer dollars. The superintendent said draft rates in the AR will be revisited and that detailed operational requirements (police sign-off, insurance minimums, OLCC approvals) could be referenced in the AR or policy language for clarity.

The item was recorded as a first reading; staff said a future AR will be brought to the board for review before any adoption vote.
