District consultants described the State Historic Preservation Office (SHPO) review that accompanies demolition or renovation of buildings older than 50 years and explained next steps if buildings are found eligible.
Why it matters: If SHPO determines eligibility and finds demolition would be an adverse effect, the district and SHPO will negotiate mitigation in a memorandum of agreement (MOA) that can require documentation, salvage, reuse of materials, or other measures to minimize loss of historic fabric.
SHPO process and consultant role Presenter (S4) said the project team has engaged a historic-preservation consultant (PMA) and submitted clearance documentation; the board was told to expect a SHPO response in March–early April that will establish eligibility and any required mitigation steps. Presenter characterized SHPO as a consulting reviewer that helps document buildings and suggest mitigation; county land-use approval remains a separate and mandatory permitting step.
Expected eligibility and mitigation options The consultant and board members said the district office building is likely to be determined eligible; the other two buildings under discussion are less certain. If demolition is a SHPO adverse effect, recommended mitigation could include salvaging materials (gym floors, trim, wood) for reuse, documenting buildings with photographs and reports, and developing public displays or art projects using reclaimed elements.
Local listing, ordinance reference and city review Board member (S3) reported a consultant found a 1989 document referencing a local listing sometimes referred to in the meeting as the 'Banks' listing; the district is investigating whether that local listing requires an additional city planning commission review in addition to the county process. The consultant said the team will engage any city requirements authentically and work through them as they are confirmed.
Community options and next steps Board members supported salvaging materials for community uses and requested a costed list of salvage options; the team said it will prepare documentation and potential salvage costs for board consideration and coordinate with SHPO and county permitting so mitigation can be incorporated into project timing.
