Banks SD 13 voted April 14 to appoint 5 Star Builders as the construction‑manager/general‑contractor (CMGC) for three campus projects: the auxiliary gym (funded by the district's 2024 bond), the privately funded Kelly Field 365 project and a new on‑campus golf practice facility.
Superintendent Brian explained the procurement process and funding sources: "The auxiliary is part of the bond promise, part of the 2024 bond that will be paid for by bond dollars," he said, and staff clarified that Kelly Field 365 is being covered by private fundraising while the golf facility received a $250,000 donation from the Holt group.
The appointment consolidates project management under a single CMGC contract to coordinate the gym, field and golf practice work. Board members moved and seconded the recommendation, and the chair called the vote; the board approved the appointment during the meeting.
