Superintendent outlines plan to implement personal electronic device executive order

During the superintendent's report Aug. 18, the superintendent (speaker 4) explained the district's obligation to implement a state executive order on personal electronic devices and outlined an intended timeline and approach.
"Bell to bell, personal electronic devices are not allowed to be used," the superintendent said, explaining that devices such as cell phones, watches and prototype smart glasses would be prohibited during instructional time. The executive order was described as requiring the district to adopt an implementing policy by October and to record changes in practice by the end of the calendar year; the superintendent said a first draft policy will be presented in September for board feedback.
The superintendent noted the rule includes lunchtime conditions: students who leave campus for lunch would retain device privileges while on off-campus lunch; bus-supervised lunches would be an exception where devices are allowed. The superintendent also emphasized the need to state where students should store devices (lockers, pouches or backpacks) and to define discipline that does not remove instructional time except in cases of defiance.
The district will hold a community meeting Aug. 26 with parents, teachers and staff to discuss implementation and will review sample policies provided by the Oregon School Boards Association. Board members asked questions about educational-device use, exceptions for students with individualized education plans and how to teach students the rationale behind the change; a board member recommended integrating social-emotional learning to explain the policy's purpose.
