Bandon board hears Ocean Park workforce-housing update; joint city–district meeting planned

The Bandon School Board received a 20-minute briefing on the Ocean Park workforce-housing proposal on a presentation that partners said aims to create permanently affordable homes for local workers, including teachers and city staff.
Deborah Flagan, vice president with Hayden Homes, told the board the company will act as the residential builder and emphasized the growing role of public–private partnerships in producing workforce housing across Oregon. "We will be building the homes," Flagan said, summarizing the developer’s role in the Dormie House LLC partnership.
City manager Tory Njures said city and school district land adjacent to the high school and park is the basis for the Ocean Park site and outlined the project history: a school-board presentation in 2022, an MOU reached later in 2022, a May 2023 request for proposals, and an Exclusive Negotiating Agreement issued June 24 with Dormie House LLC. Njures said the next step is a joint session this fall where the developer and partners will present final designs, unit sizes and price points so both the city council and the school board can decide whether to authorize proceeding with the entitlement process.
Stephanie Hebley, executive director of Southern Oregon Coast Regional Housing, described the proposal as a way to provide "permanent attainable housing for teachers and school district staff," which she said would help recruitment and retention and could attract younger families that boost student enrollment. "This project will provide permanent attainable housing for teachers, for school district staff, creating long term stability in this community," Hebley said.
Board members pressed presenters for data and specifics. One member said the claimed enrollment benefits sounded like "conjecture" and asked for published research or local statistics to justify using public land for housing. Njures and other presenters acknowledged the point: they cited prior projects in other jurisdictions that brought younger families and said local Oregon statistics would be compiled for the joint meeting. Presenters also noted that median-income figures from Portland State University would be used to set price points and that rental/homeownership mixes and exact unit counts remain to be finalized.
Presenters described the affordability controls that would protect the project’s mission: deed restrictions, a disposition and development agreement, and covenants recorded on the properties that would govern resale and primary-residence requirements. Njures said those covenants could run in perpetuity or for a long, defined term (examples cited during discussion included 75 years), and a nonprofit community land-trust or HOA-like entity would oversee management and enforcement.
Speakers discussed site logistics: Njures estimated the project area at roughly 6 to 8 acres (project area, not existing parkland), and said due diligence found adequate public utilities—water and sewer—to support the proposal. The presenters also said right-of-way and pedestrian improvements are planned as part of the development.
No formal vote was taken. The board and city will hold a joint public session this fall where design renderings, final unit counts, exact affordability tiers and proposed covenants will be presented and made available to the public ahead of decision points.
The board moved on after requesting a copy of the presentation in advance and agreeing to set dates for the joint session and a preparatory work session.
