Astoria SD 1 reviews Title federal funding and flags uncertainty that could affect staffing

District staff reviewed four Title federal funding streams (Title I, Title I-C migrant, Title II-A and Title IV), described how money is allocated and how the district uses those funds for staffing, professional development and language supports.

The presenter said Title I funds in the district currently fund about 8.5 positions. "That means this funds 8.5 positions in the district," the presenter said when describing how Title I dollars translate into staffing. Staff also explained Title II-A supports professional development (teacher orientation, constructive-meeting training) and Title IV supports academic enrichment and language-development programs used for English-language learners.

Staff warned that federal allocations have been unpredictable. They said districts saw last-minute changes in allocations and that some districts are saving funds out of caution. "The big question mark is are they gonna cut 5% or not?" a presenter said, noting weekly coordination with statewide associations to monitor federal guidance. The presenter said the district received unexpected additional funds in some Title areas this year and credited that to how poverty rates are calculated.

Board members asked for additional detail and staff promised to bring supplemental charts and more granular budget breakdowns in future study sessions. No budget vote or staffing action occurred in the study session; the discussion was framed as review and monitoring.
