Astoria SD 1 updates harassment and bullying policy; principals assigned investigation responsibility

District staff presented updated policy language on harassment, bullying, dating violence and domestic violence and described administrative procedures and training completed over the summer.

The presenter said the policy emphasizes that principals (or their designees) are responsible for initiating investigations and that reporting options include anonymous reports. The presenter said building administrators must acknowledge reports within 24 hours and begin investigations promptly (the policy language referenced a five-day investigation window, but staff said they expect administrators to acknowledge within 24 hours and begin investigations within about 48 hours to avoid escalation).

The policy includes required parent/guardian notification steps: once an investigation begins, administrators must notify parents of both the student alleged to have been harmed and those alleged to have engaged in harassment as appropriate. Staff also described new forms and templates designed to document allegations, witnesses and investigative steps so parents can be assured the district followed protocol without breaching confidentiality.

Board members voiced concern about balancing confidentiality with parental desire for information about outcomes; staff said templates and a progression-of-steps document will help parents understand that action was taken while protecting privacy. Staff said they had not yet used the new investigatory forms in practice and would bring updates as cases are processed under the revised protocol.
