Northwest Local board outlines multi-year facilities plan, approves budget amendments to begin work

The Northwest Local School District board voted to approve a package of budget amendments and appropriations that staff said will help seed multi-year facilities work, including a high-school parking-lot resurfacing project and a planned safety/access road.
Board chair (speaker 1) told members the parking resurfacing will begin July 1 and that the district expects to reuse about 5,000 tons of ground asphalt to help build the access road. The chair estimated the parking-lot asphalt will cost “a little over $500,000” and said the district plans RFQs for the access road and other capital work before entering a competitive bidding process. Staff said the broader program of paving and related projects will take place across multiple summers, with an approximate completion target around 2026.
Staff (speaker 3) described the appropriation items presented to the board as a package of additional revenues (including grant receipts and athletic funds) and corresponding spending adjustments. The board moved and conducted a roll-call vote to approve the amendments and transfers, and staff said the funds will be used to establish a new capital fund and to transfer monies from the general fund to support additions, the annex project and the access road. Staff cautioned that the total need for the projects could exceed the $5,000,000 initial amount and that the district expects to seek alternate funding sources.
Board members pressed several logistical and funding questions. One member (speaker 6) asked whether the safety-access road could be classified as a safety/security expense to qualify for state grant funding; staff said they would research eligibility. Another member raised why some maintenance to an existing annex would wait until after new construction; the chair said the committee prioritized phasing to ease management and student movement during construction.
Staff said they will post a project link on the district website with timelines and plans for community review and that a stakeholder committee of coaches, directors and parents will reconvene in July. The board approved the appropriation package by roll call following the staff presentation.
What happens next: staff will complete an RFQ for the access-road work, solicit bids, research potential state safety/security grant eligibility, and return to the board for contract approvals and any additional funding requests.
