Northwest Local board moves to create capital cost center and earmark $10M for 10-year projects

Board financial staff presented a 10‑year capital plan June 23 that lists about $15,000,000 in projects and recommended moving $10,000,000 from the general fund into a newly established capital-plan cost center within fund 070. Director/finance staff also recommended creating two special funds: an 027 workers’ compensation self-insurance fund and a 035 termination‑benefits fund to set aside anticipated future payments.

The director explained the funds could be moved back to the general fund if projects change. For the FY 2025–26 budget the board reviewed addenda adjusting estimated resources for an expected transfer and minor appropriation changes, and staff presented permanent appropriations showing an approximate 26% increase (about $8,100,000) over 2024–25, driven primarily by the district improvement/building-addition project and higher salaries and benefits.

Board members asked clarifying questions about the timing and flexibility of transfers; staff said the transfer to the capital plan is a planning move and the board retains ability to reallocate if necessary. The board moved and seconded motions to authorize the treasurer to create cost centers within fund 070 and to adopt the capital plan; roll-call votes occurred for related budget motions during the meeting.

Staff said the district will continue to update estimates as design and procurement progress; officials noted that schematic-stage estimates are frequently refined during design development and that a GMP will be sought later this year.
