Northwest Local board gets design update, November bid date and Dec. 16 target for construction contracts

The Northwest Local Schools board on Oct. 27 heard a detailed design-development update and procurement timeline for the high school athletic and arts additions and an adjacent annex.
Jason Calvi of Regency Construction presented the roughly 75% design package and said teams reconciled cost estimates and identified alternates to keep the project within budget. "We finished what is called design development, so that's kind of, like, you know, the 75% mark of design and submitted our drawings," Calvi said, describing items set as alternates such as restroom finish-outs, sound systems, exterior signage and a masonry band that can be added if bids come in favorably.
Calvi described a mix of base-bid scope and alternates so the district can prioritize essential work while preserving options for upgrades. He said contractors went out to bid in mid-October and a Regency representative said the district will accept subcontractor bids on Nov. 17; Regency will assemble a guaranteed maximum price and bring it to the district at a targeted Dec. 16 special board meeting for approval.
The project schedule presented included a hoped-for groundbreaking in February 2026, an annex substantial completion in August 2026 and completion of the athletic and arts addition in February 2027. Calvi also detailed specific facility changes intended to reduce game-day congestion: "The men's will have 4 stalls and 5 urinals. The women's will have 17 stalls," he said, noting renovated locker rooms and a training room that will serve both home and away teams.
Board members pressed staff and the contractor on storage, coaches' needs and scope reductions to control costs; the team said some aesthetic items (wall graphics, upgraded sound) were intentionally held as alternates. The contractor recommended holding a contingency for unforeseen conditions and using any unspent contingency toward approved alternates late in the project.
On procurement policy, a visitor asked whether bidders would be required to provide country-of-origin certificates and whether prevailing-wage requirements applied to subcontractors; the contractor said prequalification and certification documents can address origin and contractor qualifications.
Next steps: bids due Nov. 17, GMP presentation planned for the Dec. 16 special meeting and, if approved, contracts would be in place before the start of the year to permit procurement and long-lead item ordering.
The board agreed to tentatively schedule the Dec. 16 special meeting so the district can approve final construction contracts for the additions.
