Carlisle Local board approves master facilities plan, adds 'wrestling' label to proposed multipurpose building

The Carlisle Local School District Board of Education voted unanimously April 28 to approve a master facilities plan that lists five prioritized projects — a bus garage, a wrestling/multipurpose facility, tennis courts, parking expansion and building enhancements.

Superintendent Fisher and district finance staff framed the plan as a way to use one-time carryover funds for projects the district deferred during earlier budget constraints. Fisher told the board the district currently has about $11,000,000 in carryover (a rounded figure cited during discussion) against an approximate $20,000,000 annual budget; he said state proposals under consideration would limit allowable district carryover to roughly 30% of the prior year’s expenses (30% of $20 million = $6 million under the example used at the meeting). Fisher and other officials stressed that an approved, board-backed facilities plan would allow the district to move some funds into PI (project) funds and reduce the likelihood those dollars would count against the carryover cap.

The board discussed priorities and timing. District staff said the bus garage and the wrestling/multipurpose building would likely be part of an initial phase and that a design procurement process (request for qualifications for an architect and, if design-build is chosen, selection of a construction manager) would follow any approval. An architect provided a preliminary combined cost range for those larger projects of about $3.5 million to $4.0 million; district speakers described that estimate as rough and subject to market changes and further design refinement.

Board members also asked for a clearer label for the multipurpose facility to ensure access for wrestling during season. A board member requested changing the label from “multipurpose community center” to “wrestling/multipurpose” and the superintendent said the plan would be updated accordingly.

Motion and vote: Board member McIntosh moved and Mr. Jewell seconded a motion to approve the Carlisle Local Schools Master Facilities Plan (including the wrestling label change). The board approved the motion by roll call: Mrs. McIntosh — Yes; Mr. Jewell — Yes; Mrs. Miller — Yes; Mrs. Milligan — Yes; Mrs. Morris — Yes.

What it means next: The superintendent said the approved plan will be posted on the district website and included in the district weekly update so the public can review priorities and timelines. District staff emphasized that approval sets planning direction; subsequent votes will be required for architect selection, contracts and each construction phase.
