Committee outlines steps to meet student preregistration requirement, with schools, League of Women Voters and county support

The policy committee and students reviewed practical steps to implement a new preregistration requirement for eligible students, agreeing to draft concise policy language and operational supports while relying on school-level practices for implementation.

Students reported pilot efforts at Ithaca High School that include student-news links to online preregistration, lunchtime tabling and class-based lessons. One student summed up the challenge: making paper copies available and ensuring secure handling of confidential information when students fill out forms.

Board members suggested partnering with the League of Women Voters and the county Board of Elections for in-person registration drives and tabling at lunch. Students suggested integrating preregistration into existing touchpoints — DMV/driver’s-license opportunities, mandatory classes like government or economics, assemblies and morning announcements — to reach more eligible students.

Practical barriers raised included students’ unequal internet access, privacy and storage of completed paper forms, and limited awareness of election procedures among the student body. Committee members asked staff to consult the county Board of Elections and to collect examples of successful school processes; the committee agreed to draft broad policy language that directs principals to adopt site-specific tactics while the district provides materials and guidance.

The committee did not adopt final policy text at the meeting; staff and students will return with survey results, election data and a draft for the December/January policy meeting.
