Trustees return from NYSBA conference urging strategic planning, data reporting and a review of cell-phone policy

Four trustees reported takeaways from the New York State School Boards Association conference and urged the board to consider several changes.

Board member S2 (conference presenter) said districts emphasized the value of a clear multi-year strategic plan "where a district outlines vision, specific concrete goals and actions" and recommended that board agendas be more focused on monitoring progress against those goals. S2 added that many districts varied in planning timelines, from three to six months, and suggested a recurring monthly agenda item for the superintendent or designees to report on progress toward agreed measures.

Other trustees cautioned about relying solely on anecdotal conversations. One trustee said these were "anecdotal conversations" and asked for "some data points" to support proposals for changing meeting practice and agenda structure. Board discussion included using RFP templates for strategic-planning support and involving committees and the superintendent in drafting any solicitation.

On cell-phone policy, presenters summarized a session on implementing the New York State cell-phone ban, noting common implementation steps (confiscation by administrators, conversations with students, guardian pickup and restorative measures) and said the district had committed to revisiting the policy with administrators and students. Student representatives and trustees requested updated data from the district on phone use and enforcement; student reps said a phone-use survey will be reissued in January 2026 to gather comparative data.

Trustees discussed next steps: draft RFP language for strategic planning with committee input, schedule regular data reporting tied to district goals, and request district administration provide updated information on cell-phone policy outcomes to inform any policy review.
