Board hears capital project update; asbestos found, roofing alternates added using contingency funds

Todd Hilgendorf, the assistant superintendent of business, said crews discovered asbestos in wall areas beneath windows while installing new unit ventilators and reconfiguring former music/band spaces into four classrooms and special-education resource rooms. He said the asbestos was 'a found condition' that was not specifically identified in the original bid documents, and abatement is necessary before the work can continue.
Hilgendorf outlined change orders requiring board action: repointing limestone on the Ellis building façade (change order No. 30); abatement work (No. 31); and two roofing alternates that were originally bid as alternates but will be awarded now through change orders using contingency funds — elementary roofing ($335,000) and middle/high roofing ($620,000). He explained that a subsequent credit (change order 36) reduces the middle school roof cost by $207,000 because the original bid incorrectly included abatement work that is not necessary on that portion of the roof.
Board members pressed for more information. One trustee said discovery of asbestos on a later-built middle school roof dented confidence in pre-construction discovery; another asked how much of the building has known encapsulated asbestos. Hilgendorf responded that asbestos exists in certain sections of the elementary and high school and that, where possible, the project removes it. He noted contingency funds make it possible to award the roofing alternates now.
Members also asked about schedule risk if rain delays outdoor roofing work; Hilgendorf said the change orders lock in pricing and that contractors had tentatively held slots for the district this summer but that roofing could be pushed into September or October without affecting interior work or overall closeout expectations.
Next steps: the board will consider formal approval of the listed change orders on the meeting agenda; administration will provide further documentation and budget detail for reserves and contingency use as requested by trustees.
