Eldred board approves updates to code of conduct and district safety plan to meet new state laws

The Eldred Central School District Board of Education on a voice vote approved updates to the student code of conduct and the district-wide safety plan that incorporate requirements under recent state laws.

Tracy, the district superintendent, told the board the code of conduct now includes a phone‑use implementation plan and that the district‑wide safety plan was expanded to reflect provisions of Alyssa’s Law and Desha’s Law. “Alyssa’s Law required us to set up protocols in the building‑wide safety plan, and we have silent alarms at our elementary school,” Tracy said, and added that the district will add a Cardiac Emergency Response Plan (CERP) created by the district safety team and work to offer voluntary CPR/AED/first‑aid training to staff annually. Tracy said the implementation plan is posted on the district website and will be sent to parents.

Board members asked clarifying questions about staff training and the public posting of the plans. A board member asked if staff receive Narcan training; Tracy said it is not mandatory but the district is considering including it alongside CPR/AED training. After discussion the board voted to adopt the updates.

Why it matters: The changes respond to newly enacted legal requirements and add specific emergency protocols (silent alarms at the elementary school and cardiac emergency procedures) and training expectations for staff. The board directed staff to follow the timeline and to convene the district safety team to produce the CERP and related materials.

What’s next: The superintendent said the safety team has been notified and meetings are scheduled to start production of the CERP and to plan annual voluntary staff training. The district will post and distribute the implementation materials to families and staff.
