Board hears legislative update on bills affecting special education and MSOC funding

Tom (S7) and district staff gave a legislative briefing focused on statewide budget pressures and several education bills that could affect district funding. They explained that recent Supreme Court action reversed certain rules, reverting Title IX guidance to 2020 policies, and that WASDA and WIAA are reviewing state guidance for local implementation.
Tom highlighted several bills the district is watching: Senate Bill 5263 (special education funding), Senate Bill 5192 (MSOC — materials, supplies and operating costs), and related measures that could change levy equalization and property-tax caps. He described MSOC as funds intended for utilities, insurance and non-salary operating costs and said passage or amendment of those bills could materially affect a district’s ability to cover non-salary expenses.
The board discussed potential consequences if the Legislature changes levy rules or property tax caps, and staff noted lobbying and information resources available through ESD 115 and WASDA. Members were encouraged to use the legislative bill numbers to track status and to expect continuing updates as the session progressed.
"If you go to the WASDA website or your favorite search engine and type in SB 5263, it will take you right to the state legislature's status report of that bill," Tom (S7) advised, adding that the board would want to watch bills related to MSOC and special education closely.
No formal board action occurred on the bills at this meeting; staff said they will continue to monitor developments and to share updates with the board.
