Board awards $15.589 million construction contract for McGackieville Elementary addition

The Rockingham County Public Schools board voted to award the McGackieville Elementary addition and renovation contract to Lance Construction Company of Broadway after receiving a procurement recommendation from the division's director of maintenance.
Steve Reid, director of maintenance, told the board two firms submitted sealed bids and recommended the low bidder, Lance Construction, at $15,589,000. Reid said the total project budget for the renovation is $18,000,000; the difference covers items the division handles outside the general contractor contract such as hazardous-material abatement, cabling, kitchen equipment and owner-furnished fixtures.
"We have things that we handle outside of the scope of the general contractor's contract, such as the hazardous material abatement. We handle the cabling of the building. We handle all of the kitchen equipment..." Reid said, explaining the budget gap between the low bid and the total project budget.
A board member asked whether some of those owner-purchased items would come back to the board as separate bids; Reid confirmed separate cabling and asbestos-abatement bids had appeared at recent meetings. The board approved the superintendent's recommendation by voice vote; the presiding official announced the motion passed 4–0.
The district will move forward with contract award to Lance Construction and will continue to bring related owner-purchased bids (cabling, asbestos abatement) to the board for approval as separate items.
