At the second reading of an early‑literacy policy, a staff member said the policy was developed with input from DPI and legal counsel to comply with Wisconsin’s Act 20 and that districts are required to adopt such a policy by July 1, 2025. The presenter added that while the adoption deadline is firm, enforcement could be delayed until Sept. 1, 2027, and said some implementation infrastructure and answers remain unresolved.
"So in 2023, Wisconsin enacted the Act 20 to strengthen early literacy efforts," the staff member said, noting the district would consider adopting the policy now while retaining the option to make changes over the following two years as state guidance is rolled out.
Next steps: the board is considering adoption at this reading with the understanding that enforcement timelines and specific implementation details may evolve as the state provides additional guidance.
