D C Everest board approves intergovernmental agreement with Rural Virtual Academy

The D C Everest Area School District board approved an intergovernmental agreement with Rural Virtual Academy that will allow the charter to use space within the district for noninstructional activities.

Board members moved and seconded the measure and the Chair called a voice vote; the motion passed with ayes and no recorded opposition. The agreement was included as an attachment in the board book.

School staff and counsel told the board the document is a standard intergovernmental, or "shared service," agreement required by the Department of Public Instruction for a charter or virtual program to operate within another district's facilities. "In this case, it's a shared space," Kelly said, explaining the space will be used primarily for family events, testing and some IT/shipping and receiving functions rather than as the primary site for instruction.

A presenter told board members the districts and the virtual program have a positive working relationship and said roughly 40 DC Everest residents are already enrolled in the virtual program. The presenter also said both parties were represented by the same law firm and that the firm developed the draft and was covering related expenses.

Chair moved to approve the agreement "as presented and attached," and a board member seconded the motion. After the Chair called for the voice vote and board members responded, the Chair declared the motion passed. The board then adjourned.

The agreement and its attachments are in the electronic board book; the board did not record a roll-call tally in the transcript and no additional conditions or amendments were announced during the meeting.
