Staff proposed updating the policy language to allow a quorum to consist of members physically present or participating by audio conference and to relax the 24-hour notice previously required for remote participation. Supporters argued that modern remote tools make participation practical and can increase participation; opponents said physical presence before the public is important for transparency and that remote members create quorum-management challenges.
Trustees raised operational concerns: whether remote participants should be required to attend an entire meeting if their participation counts toward quorum, whether roll-call should be required for remote members, how to handle drop-offs that could eliminate quorum midmeeting, and how to treat special or time-sensitive meetings (bids, etc.). Some trustees favored retaining a physical quorum while allowing limited remote participation; others favored trying a revised approach and revisiting it if problems emerged.
After extended discussion the superintendent was asked to draft clearer language that addresses roll call, remote participation expectations and quorum handling; the board voted to table the item and directed staff to return with revised language for future consideration.
