The board voted to pay an invoice for RT Rogers with a recorded 4–0 vote and a recusal by Brogan for conflict of interest, approved a separate market bill with a 4–0 vote and a recusal by Mrs. Harvey, and then approved the remaining bills by a 5–0 vote.
