Gilmer County Board votes to expel two students, place them in ALC with nine-week reviews

At a special meeting of the Gilmer County Board of Education, trustees voted to expel two students for up to two consecutive semesters and to place them in the district's Alternative Learning Center (ALC) with scheduled reviews every nine weeks.
A staff member recommended the expulsions, saying, “I make the recommendation based on the evidence to expel student E3 for no more than 2 consecutive semesters for level 3 misconduct and severely disruptive behaviors,” and likewise recommended placement in the ALC program at the Gilmer County Board of Education office with periodic reviews of grades, attendance and behavior.
The recommendation for student E3 was moved and seconded and the board voted in favor. Board members then repeated the process for a second student, identified in the record as student E004; staff described the recommended basis as level 3 misconduct and imminently dangerous aggressive behaviors and again proposed ALC placement with nine-week reviews and the potential for reduction upon recommendation of the principal and superintendent. The board voted in favor of that recommendation as well.
Board Vice President Dustin Freshour opened the meeting and conducted roll call before the hearings. Board members followed the district’s practice of holding the expulsions in closed session; the motions to convene executive session were made and approved under West Virginia Code cited in the record as 6-9A-4(b)(3).
Staff said placement meetings will be scheduled to determine the students’ ALC placements and supports. The board’s votes recorded in the meeting transcript were taken by voice; no individual roll-call tallies by name appear in the public portion of the record.
Next steps noted in the meeting: placement meetings to plan the ALC transition and nine-week reviews of each student’s behavior, attendance and grades to determine whether a reduced expulsion is appropriate on recommendation of school leadership.
