Board delays changes to 'grooming' language in NEOLA policy 3213, asks for legal review

Trustees debated whether to add explicit "grooming" language to policy 3213 following recent local events. Committee members and the board's attorney said the district's current policy language is legally sound, but some trustees asked for stronger, clearer examples of inappropriate behaviors should the board pursue revisions.

One board committee chair said Neola (the policy vendor) is revising the policy and recommended waiting for that spring update rather than drafting piecemeal changes: "Knowing legally we're covered... I was too inclined to say, let's see what the experts come up with rather than trying to piecemeal something together," the committee chair said.

Other trustees emphasized the need for consistent terminology across policies so a word such as "grooming" does not have different meanings in different documents. The board also asked staff to send Neola sample language and to request that Neola's attorneys consider additional examples that would give the policy "teeth" in practice.

Separately, trustees flagged policy 5610 (suspension/expulsion) and asked that the district review the list of automatic-expulsion triggers; one trustee said firearm possession is currently the only automatic-expulsion example in the packet and recommended adding other serious offenses to the list for review.

The board voted to table unilateral changes to policy 3213, approve the remainder of the policies on the agenda, and directed the director and attorney to follow up with Neola and bring recommended language and clarifying examples back for future consideration.
