Mr. Kirby reported that the existing boiler system can carry the district through the coming winter with planned repairs, but presented two contractor quotes for more durable solutions: a targeted replacement (removing two boilers and installing one high-efficiency unit) quoted at about $169,000 with an estimated rebate of up to $16,000, and a full replacement (three new boilers, removing six old units and the large holding tank) quoted near $370,000 with estimated rebates around $48,000. Kirby said the high-efficiency boilers would improve system efficiency (quoted as roughly 87% efficiency at typical operation compared with low-eighties efficiency on older equipment) and free up space in the boiler room by removing the large holding tank.
Board members and administration discussed options to stagger costs, include some work in a future referendum, and the trade-offs between doing everything now versus piecemeal maintenance. Caleb noted available fund balance and suggested splitting costs between budget years if needed. Members emphasized the need for confidence that the plant will keep the buildings heated this winter and asked Mr. Kirby to secure scheduling and vendor commitments if the board decides to proceed.
The board did not authorize immediate purchase at the meeting but directed staff to reach out to vendors, refine quotes and bring a recommended action to a future meeting.
