Board tables most supplemental hires, approves two elementary principals and adopts coach evaluation rubric process

After returning from executive session, the superintendent presented a slate of personnel recommendations and described a new rubric intended to make supplemental contracts and coach evaluations more consistent across sports.
Dr. Gould said the rubric will be provided to athletic directors and used as an interview and evaluation tool for head coaches who hire assistants, and that it includes sections on qualifications and written evidence to support ratings. “We wanted to come up with something that could be used by anyone,” Dr. Gould said of the rubric, noting it is intended to bring uniformity to selection and evaluation.
Board members asked whether the rubric changes head coaches’ contractual authority to select assistants and whether it would require changes to the teacher contract. Members were told the rubric provides an administrative tool and would not, by itself, change contract language. The board discussed a separate expectation plan developed in response to multiple public emails about the cheer program; some details on that matter were discussed in executive session and were not disclosed publicly.
A board member moved to table 10 of the 12 supplemental recommendations (leaving two teacher supplementals in place); the motion to table the non‑STA supplementals carried on roll call. The board then voted to approve the remainder of the personnel recommendations that were not set aside.
The superintendent also recommended hiring two elementary principals effective Aug. 1: Kate Hamilton (assigned to Echo Hills) and Katrina Burwell (assigned to Fish Creek). The board approved both hires on roll call after the superintendent noted 42 candidates applied for the two principal positions.
The board directed administration to provide additional information about supplementals and the rubric as necessary when the pulled supplementals return to a future meeting.
