Northridge demographer: growth likely over next decade if sewer, township plans proceed

Karen Jackson, a demographer with Wolpert, told the Northridge Local School District board on Sept. 17 that the district's enrollment trend has shifted from flat to modest growth and that township infrastructure and tax-increment financing (TIF) areas will determine whether that growth continues.
"Given the potential for growth in this district, it is important to kind of keep an eye on these," Jackson said, presenting the firm's cohort-survival enrollment projections and a parcel-level housing or "student potential" study. She said Wolpert produces four scenarios (low, moderate, high and a recommended projection) and was focusing on the recommended projection for planning.
Jackson said historical retention rates and 10 years of enrollment data drive the cohort-survival model, and that the student-potential analysis applies student yields (students per housing unit) by neighborhood and housing age. The district saw its largest increases between 2022 and 2024 at the high school level, she said, and a currently active development, Tallas Farm, is expected to add roughly eight K–12 students.
But Jackson emphasized that infrastructure is the wildcard. She pointed to plans for a new Jersey Township treatment plant with an estimated capacity of 3,000,000 gallons per day (which she said could serve up to about 10,000 homes if those were all single-family) and warned that water/sewer availability usually precedes housing development.
Jackson also reviewed two TIFs that intersect district territory. She said St. Albans Township's TIF covers extensive acreage; using conservative unit-density assumptions Wolpert's modeling yielded thousands of potential housing units and "over 1,000 K–12 students" under full build-out scenarios, though she cautioned that build-out would occur over many years. The Trenton Township TIF generated a much smaller projected student output under its assumed densities.
Board members asked whether large employers and new plants (including references to Intel and other employers) were factored in; Jackson said such projects change frequently and are difficult to lock into long-range models, so the most actionable signals are local approvals and water/sewer expansions. She recommended continuing annual or fall-count reviews of the projections and updating the models if development approvals or municipal zoning changes occur.
The presentation concluded with capacity comparisons showing the district's buildings should be adequate for the next decade under the recommended scenario, though high-school utilization could approach the high 80s within 10 years and should be monitored if growth persists. The board scheduled routine follow-ups, including a planned review once the district completes its October enrollment count.
