School board reviews revised elementary and middle-school attendance-zone maps; Nov. 5 approval scheduled

Chairwoman Spears convened a special-called meeting to review revised attendance lines for elementary and middle schools and asked administrators to present changes before a scheduled Nov. 5 vote. The changes, officials said, focus on the district's upper section and were driven in part by new road connections and transportation routing information.

"We had some new information came in on certain areas," Mr. Burke said, describing how a newly opened road and neighborhood connections in the Zorrode area allowed staff to shift several elementary zones and create a domino effect of boundary adjustments. He said the administration had received roughly 200 emails with feedback since the last meeting and that most map changes occur in the district's upper portion.

Administrators highlighted several concrete shifts. Mr. Burke said lines were redrawn so some neighborhoods previously assigned to Fort Mill Middle or other schools would instead return to Forest Creek or to closer elementary feeders where possible; he cited the Holbrook Road area as an example that was moved back to its original Forest Creek boundary. "The Holbrook section moved back to the Forest Creek line is actually where they're currently at now," he said.

Officials presented utilization charts showing elementary-level capacity generally improved under the revisions; middle-school numbers show some yellow and red areas indicating deviation from the average, but administrators said the district can accommodate projected growth. Mr. Burke told the board the revisions reduced the number of students affected by rezoning from about 2,700 under the earlier plan to just below 2,400 under the proposed lines and noted the district has "over 200 and something kids on a freeze right now" who will be moved when lines take effect.

Feeder continuity was a stated priority. Mr. Burke said the revised maps increased alignment between elementary and middle schools and raised the number of elementary schools that are 100% feeders: "Seven of our 12 elementary schools are now gonna be 100 feeders." He cautioned that fixing some low feeder-percentage cases would require rezoning high schools, which the district is not planning to do.

Board members asked for neighborhood-level counts for Habersham, Hawks Creek, Knightsbridge and The Reserve. Staff provided preliminary figures during the meeting (examples given during discussion: Habersham roughly 127 elementary and 65 middle; Knightsbridge Elementary 126 / middle 74; The Reserve Elementary 75 / middle 54) and said they would follow up with exact numbers.

Administrators said the map changes take permitted developments into account and noted uncertainty about a recently reported downtown mixed-use/apartment project at an old mill site. Mr. Burke said the district would monitor permit filings and adjust if necessary.

To aid public review, Mr. Burke told the board the district will post an interactive map and downloadable PDFs to its website and continue to collect feedback. "Tomorrow, October 30, we will be working to update the website," he said, and asked residents to send comments to the communications email read during the meeting (the transcript reads different variants when spoken aloud; see audit notes below). The administration will return to the board on Nov. 5 to request approval of the attendance lines unless new information requires further change.
