Burke said the district has been streaming board meetings on YouTube for several years and already meets many of the law's technical requirements for audio and video quality. The model policy calls for live streaming on an appropriate platform, archival availability for on-demand viewing, prompt uploading of a recording if a technical failure interrupts the live stream, and reasonable ADA accommodations such as closed captioning.
Board members asked practical questions about whether school visits and special-called meetings would be subject to the livestream requirement. Burke said the law applies to "public business" meetings and that executive sessions remain excluded. He also noted logistical constraints for streaming remote school tours and suggested the board seek guidance from the state school board association to clarify the line between public business and school-based activities.
The item was presented as a first reading; staff will return with the policy for a future vote.
