Upper Saint Clair board approves committee rosters, personnel listings, contracts, MOUs and funding resolution

The Upper Saint Clair School Board on Jan. 12 completed a series of routine but substantive business items, approving committee assignments, personnel listings, contracts and multiple interagency agreements.
Early in the meeting the board approved the minutes from its December meeting by voice vote. Later, a motion by Miss Hannah to approve the 2026 board committees and representatives passed unanimously.
The board approved the personnel listing as presented (subject to required preemployment reviews), and approved three spring musical contracts including independent-contractor services and licensing agreements with a total not-to-exceed amount listed per contract in the agenda. Motions were moved, seconded and approved by voice vote.
Dr. Fender presented a slate of new and revised policies that had been through a first reading in December; after no substantive changes were requested, the board approved the policies at second reading.
The board voted to approve an annual memorandum of understanding with the Allegheny Intermediate Unit for Head Start/Pre-K Counts transition support and approved three agreements with Southwood Behavioral Health that articulate education services for programs on the Southwood campus. The board also approved a special education and residential services agreement with Belfair JCB Monarch School to provide services for students with IEPs.
In a separate motion the board approved a five-year renewal MOU with South Hills Special Olympics for weekly Sunday swim instruction at the high school pool.
The district business office presented the financial summary for the period ending Nov. 30, 2025. The board approved the treasurer's report and bill lists; fund totals presented during the meeting included: Fund 10 (general fund) $2,753,094.86; Fund 32 (capital reserve) $247,181.43; Fund 39 (construction fund) $79,412.50; Fund 51 (food service fund) $128,763.72. Budget transfers totaling $93,717.25 were included in the report.
The board also authorized solicitation of bids for athletic supplies for the 2026–27 school year and approved resolution 2026-0112a to receive the Ready to Learn tax equity supplement, which the district anticipates will total about $179,272.88 next year.
All motions reported in the minutes were moved, seconded and passed by voice vote unless otherwise noted.
The meeting concluded after committee reports and an announcement that an executive session had been held earlier for personnel and negotiation purposes.
