Northern Cambria board approves $888,302 K-6 ELA program, to be paid over two years

The Northern Cambria School District board voted to purchase a K-6 reading and English-language-arts series that the administration said maintains continuity with the districts prior curriculum. The contract, presented by district staff, carries a total cost to the district of $888,302.08 and will be paid over two school years with $444,001.51 charged in 2024-25 and the same amount budgeted for 2025-26.

Administrators told the board the chosen program replaces an older series and includes consumable materials and professional development. Roland, the business manager, noted the vendors revised quote reduced shipping costs and allowed the district to spread 50% of the payment into the 2025-26 budget, easing immediate-year cash flow. Board members pressed staff on delivery timing and whether the line item would require drawing on fund balance; administrators said some budget adjustments would be needed but defended the purchase as core instructional spending.

Board members who supported the motion framed the adoption as essential to literacy: "K-6 reading is probably the most fundamental task we have," one member said, arguing that cutting reading resources would harm instruction. Opponents asked for clarity on licensing and whether copying workbooks was permitted; staff replied that workbooks are consumables and not permissible to copy, which is why annual deliveries occur.

The motion passed on voice vote after discussion. The administration said it will manage logistics to ensure teachers receive materials over the summer and that a plan is in place to monitor budget impact across the 2024-25 and 2025-26 fiscal years.
