Caddo Parish Commission advances two ordinances, schedules Sept. 18 final vote; approves executive session

The Caddo Parish Commission moved forward on several items of new business during its Sept. 2 work session, advancing two ordinances for formal introduction and scheduling a public hearing and final vote for Sept. 18.
The board advanced the introduction of ordinance 65-61 of 2025, an ordinance to deem certain parish property surplus and authorize sale. Commissioner Ron Carthorn moved the motion and Parliamentarian Victor Thomas seconded; the clerk recorded the vote as 10 in support, none opposed, and 2 absent, and the motion passed.
The commission also advanced the introduction of ordinance 65-48 of 2025, which would amend the budget to appropriate $10,000,000 for construction of a pickleball park. Commissioner John Atkins made the motion and Commissioner Gregory Young seconded. Assistant administration staff explained that the Sept. 2 vote was for introduction only and that the final vote and public hearing are scheduled for the commission’s Sept. 18 meeting. The clerk reported the introduction vote as carried with 8 in support, 2 in opposition and 2 absent.
Finally, the board voted to convene an executive session related to pending litigation (case 659061). The chair moved the recess; the clerk recorded the executive-session motion as carried (10 in support, none opposed, 2 absent). The board recessed for five minutes to allow those not participating in the executive session to leave.
No final decisions on the ordinances were made at the Sept. 2 work session; both items were advanced for introduction and will return for public hearing and a final vote on Sept. 18.
