Authority finance committee hears CFO: projects protected though trade, tariff risks raise uncertainty

The authority's chief financial officer told the finance committee on May 8 that the agency is positioned to protect funding already committed to regional projects, even as global trade realignment, tariffs and uncertainty around Federal Reserve independence create short-term risk.
"The first word that comes to mind in talking about economics is uncertainty," the chief financial officer (CFO) said, framing an economic briefing for members. The CFO said staff are monitoring trade flows, treasury markets and transportation-sector indicators, citing recent revenue and operations signals from major logistics firms as early signs of broader economic shifts.
Why it matters: committee members pressed staff on whether a downturn or a shift in federal monetary policy could jeopardize the agency's ability to pay for approved projects. The CFO said the authority's conservative modeling, working capital reserve and investment portfolio provide multiple backstops intended to preserve funding for projects that jurisdictions are already building.
Staff underscored three principal protections. First, a project-delivery review by a two-person team produced about $76.5 million in funds that staff said can be freed and reallocated for future PayGo uses. "Seventy-six and a half million of that is money that is being freed up," the CFO said. Second, the withdrawal of the Route 28 bypass project returned $95,000,000 to PayGo, staff said. Combined, those two items total about $171.5 million available for reallocation into the next two-year update, staff calculated. Third, the investment portfolio was outperforming revenue estimates by roughly $50 million a year, a cushion staff said can help the authority's operating budget and near-term commitments.
"On an operating budget basis, the operating budget for the authority is 1% of the revenue received here," the CFO added, describing a lean operating structure and a conservative approach that includes a revenue "taper" and a working-capital reserve intended to protect bondholders and project commitments if state collections are delayed.
Members asked technical questions about recession definitions, credit-rating risks and whether local or federal downgrades could affect the authority's borrowing. The CFO said downgrades would likely raise yields and that staff are examining lower-headline-risk instruments (he cited World Bank bonds as an example) and have reduced exposure to certain foreign-linked Yankee CDs.
On revenue trends, investment staff reported that longer-term securities in the portfolio yield about 4%–5% and that sales tax receipts showed a recent seasonal dip of about $8 million. Staff said historical patterns suggest a "bounce back" about 75% of the time during this seasonal window, and that portfolio cash on hand (reported at about $72 million in the presentation) helps absorb near-term volatility.
What the committee did: members approved the meeting summary/minutes with one abstention from a member who said they had not attended the prior meeting. No additional formal votes or project approvals occurred during the discussion.
Next steps: staff said they will return with more detailed projections and continue to monitor sales tax receipts, portfolio performance and the pipeline of voluntary project cancellations or adjustments that might free additional PayGo funds.
