The Allegheny-Clarion Valley School Board on Tuesday heard a multi-staff presentation explaining how the district is running education services at the Western Secure Treatment Unit (WSTU) and how state grant funding and program rules shape access.
Director of education Kristen Thirlman said the district is operating the program under Title I Part D, subpart 1 obligations and federal and state grant terms, and that the district must comply with Chapter 4, 14, 15 and 16 regulations and coordinate with the Pennsylvania Department of Education. "What I do at Westview is to write, review, and submit the Title I school plan," Thirlman said, describing staff duties related to assessments, curriculum alignment and graduation supports.
