Teacher of the month recognized as Westview reading program shows gains

Dr. Meg Jefel, principal of the Westview Secure Treatment Unit, introduced teacher of the month Lisa Evans and described a reading-intervention program for students in the facility.
Jefel said a newly enrolled student asked to be taught to read. Evans, the reading specialist, described creating individualized plans using tactile materials and phonics resources and reported measurable gains: the student who began with pre-K/first-grade assessments later scored at a fourth–fifth-grade level on a district assessment. "Within a week, he knew 30 [sight words]," Evans said, describing how early successes increased the student’s willingness to engage with reading tasks.
Jefel also reported Title I-D grant receipts used to fund the program: $88,000 last year and $106,000 this year, which helped cover salaries, curriculum and tutoring. District staff said they are exploring teen-focused phonics curricula and plan to expand support if the model continues to show progress.
The board thanked staff and accepted the presentation; administrators distributed resource links and offered to share the slide deck with board members after the meeting.
