Staff said the CMAR engagement is a two-part contract: the board would approve entering contract with the selected CMAR to complete schematic and design phases, then return a guaranteed maximum price (GMP) for board approval. The CMAR approach, staff said, allows for value engineering and ongoing cost review during design rather than accepting a hard-bid number at the outset.
On projected savings, staff pointed to the cover sheet showing roughly $537,000 in annual savings tied to the required lighting project; they said further milestones and reporting could be provided through the facilities committee and that more detailed budgets would be developed as design progressed.
Board members requested quarterly or milestone reporting on pricing, budgets and the path to a GMP before the board approves a construction contract amendment.
