Clark council approves transfers, grants, sewer shared services and appoints two volunteer firefighters

The council approved a transfer within the 2024 municipal budget and moved to insert two special items of revenue: a $3,000 Greening Union County grant for tree replacement and a $12,000 Kids Recreation Trust Fund grant for recreation equipment such as pickleball nets. Councilman O'Connor said the Greening grant will be used to replace trees throughout the community.
Council also authorized two shared‑services agreements with the Plainfield‑area sewer authority: one to provide a C‑4 licensed operator to run local sewer equipment and a five‑year program to camera, map and clean 20% of the township's sewer lines each year. Township staff said the program uses primarily existing sewer‑utility funds and will allow proactive maintenance that the township lacks manpower and equipment to perform in full. A representative of the regional authority said Clark and Woodbridge are early adopters among member communities.
Council granted a certificate of completion to Raritan Road Holdings Urban Renewal LLC for 1074 Raritan Road, enabling the developer to secure permanent financing, and appointed Kevin Ingram and Jordan Becker to the Clark Volunteer Fire Department. The council also authorized the 2025 risk management consultant agreement required by the New Jersey Municipal Self Insurers Joint Insurance Fund with World Insurance Associates.
On the award of special counsel, a non fair‑and‑open contract was approved to retain Kolos Kolodzie Simmets to handle litigation the municipal attorney described as previously stayed and recently reactivated. Resident John Greaves asked whether the contract related to broad or vague 'police litigation' described in the agenda; municipal counsel explained the stay in a longstanding civil action that implicated criminal charges had recently been lifted and that a conflict of interest required substitution of outside counsel to represent the township in specific matters.
Votes: council recorded roll‑call votes on the items and approved the resolutions; the meeting record shows unanimous yes votes among members present (one council president was absent).
