Clark Township Council adopts land‑use rewrite, multiple ordinances, contracts and a developer agreement

The Clark Township Council unanimously adopted a package of ordinances, contracts and resolutions at its final 2024 meeting, including a major rewrite of the township land‑use code and a developer's agreement for a Central Avenue property.
The council adopted Ordinance 24‑15, "an ordinance amending and restating chapter 195, land use and development," which the clerk said is "well over 500 pages" and which the planning board had found consistent with the master plan. The public hearing drew no speakers and the ordinance was adopted on a unanimous roll call.
Other ordinances adopted at the meeting included:
- Ordinance 24‑16, establishing an exemption from the fee for filing an annual certificate of insurance for nonprofits and small multifamily units (the clerk cited NJSA 48:10A‑2); the council closed the hearing with no public comment and adopted the measure.
- Ordinance 24‑17, fixing minimum and maximum salaries for nonunion employees; adopted after no public comment.
- Ordinance 24‑18, supplementing the vehicles and traffic chapter of the township code; adopted after the public hearing closed with no speakers.
The council also approved resolutions and contracts, including authorization to submit a Community Development Block Grant application, an intra‑budget transfer within the 2024 municipal budget, and an award of an on‑call general contractors list for 2025. The council authorized a one‑year contract extension to LawSoft for IT and network support for 2025 and approved a three‑year engagement with Inservco Insurance Services as the claims servicing organization at rates the clerk read into the record: $16,720 for 2025, $17,220 for 2026 and $17,730 for 2027. The council further voted to support an amendment to the Fair Housing Act proposed by the New Jersey Institute of Local Government Attorneys and authorized a final payment of $13,102.93 to DLS Contracting for the Stonehenge Terrace road project.
A developer's agreement with TKG Pro 1 LLC of Woodbridge for the tract located at 1085 Central Avenue was added to the agenda and adopted after discussion. Business Administrator Mr. Uhlerick described the document as "a standard developer's agreement," highlighting required performance guarantees, inspections, stormwater and maintenance responsibilities, insurance and indemnification, and a requirement that utilities be installed underground unless otherwise approved.
All recorded roll‑call votes on ordinances, resolutions and contracts were unanimous in favor. The clerk noted reports and supporting documents will be posted on the township website.
What happens next: adopted ordinances will be entered into the township code as prescribed by municipal process and the business administrator will proceed with contract execution and oversight of the developer's agreement.
