Board invites RINCA to advance South Ridge master‑planning process and schedules closed‑session negotiation

Consultant RINCA presented to the Village Board a master‑planning proposal for the South Ridge mall area, describing prior mall‑and downtown‑scale projects and a process that includes community engagement, planning principles, parcel test fits and design standards (PUD guidelines).

RINCA said the scope would analyze multiple scenarios — including options that retain anchors or that plan for eventual redevelopment — and would include stakeholder outreach to property owners and neighboring jurisdictions. The consultant cited examples such as Drexel Town Square and recent mall redevelopments to illustrate outcomes and deliverables.

During Q&A trustees asked whether both “mall‑stays” and “mall‑gone” scenarios would be studied; the consultant confirmed both options were included in the proposal. Trustees requested assurance that any plan, fundraising or future projects would return to the board for review and approval. Staff noted there will be an opportunity to discuss and negotiate contract terms in a closed session scheduled later on the agenda under the Wisconsin open‑meetings exception for bargaining and competitive reasons.

The board moved and approved (roll call) to proceed with the consultant selection process and to reserve closed‑session time for contract deliberation. Staff said they will return with contract terms and a draft scope for board review.
