Greendale board approves community survey and 2026 budget calendar; staff to finalize edits

Village staff presented a draft community survey intended to mirror a 2022 questionnaire (which drew 802 responses, about 14% of households) and to gather resident priorities on parks, roads, events, recycling center hours and possible revenue strategies including referendums or fee adjustments.
The manager outlined changes to the survey and proposed timeline and asked trustees for feedback. Suggestions included adding a residency clarifier (“Greendale residents”), providing current recycling-center hours to make that question answerable, rewording “scheduled” park improvements to “planned,” and ensuring hard-copy availability for residents who need it. Trustee comments emphasized the need to make clear that certain wish-list items would affect taxes and to include examples (e.g., permit and rental fees) when asking about increased user fees.
The board approved the survey and gave the manager discretion to make the minor edits discussed; staff will promote the survey in early September and close it on Oct. 15. Trustees also discussed the 2026 budget calendar: initial recommended budget presentation on October 7, workshops (including Oct. 16 and Nov. 3), and adoption/public hearing on Nov. 18.
A resident who spoke during public comment said she wished the survey had not been voted on that night and asked for more stakeholder input on specific questions; board members said staff will finalize the changes and that hard-copy options will be available for residents who need them.
