Board clears several fall event permits after discussion on timing and business notification

The Village Board approved a series of special-event permits for fall and early October after staff, police and the Public Celebrations Committee reviewed each application and placed no conditions on several requests.
Director DeMoss presented applications and details: the Greendale Alliance Foundation's Oktoberfest at Gazebo Park (Sept. 19–20) paid a $1,345.56 permit fee and will provide its own picnic tables; the Greendale Entertainment Association's Fall Children's Resale (Sept. 20–21) at Greendale High School was approved (with one abstention recorded); Circa Entertainment LLC received approval for a multi-night Circa Italia performance in October; and the Greendale Public Celebrations Committee's sensory-friendly trick-or-treat (Oct. 18) was approved with registration limited to 80 participants to ensure accommodations.
School concerns raised earlier in the meeting by Jonathan Mitchell, Director of Business Services for the Greendale schools, were discussed in relation to event road closures. Mitchell asked the board to schedule road closures after 3:30 p.m. on school days to avoid interfering with a 3:10 p.m. middle-school dismissal; trustees and staff agreed communication and timing adjustments would be appropriate when events overlap with school pick-up windows.
Trustees also approved a temporary Class B fermented malt beverage license for the Green Hill Lions Foundation in connection with Oktoberfest. Several trustees requested better notification to local bars and restaurants so owners and staff understand whether an event is an "open carry exemption" or a public celebration; staff said it will aim to improve advance communications and ask recipients to acknowledge receipt of emails in order to reduce confusion.
All event permits on the agenda were approved by roll call. Board members emphasized improved pre-event communications to businesses, schools and residents, and said organizers will coordinate final details with police and staff.
