Board narrows permit requirements for excavation and grading to avoid costly surveys

A staff presenter (speaker 8) said the current ordinance effectively required permits and expensive topographical surveys for any excavation or grading. The adopted change establishes clear thresholds: a permit is required when an activity affects 0.25 acre (one-quarter acre) or more, or when a cut or fill exceeds one cubic yard per 1,000 square feet. The presenter emphasized municipal Section 15.58 addressing drainage and prohibiting obstructions is unchanged.
Trustees also moved to replace references to the "building board" with the "director of inspection services" wherever applicable; staff confirmed the building board no longer functions and those duties are assigned to the director. Board members said the change aims to spare homeowners from surveys for small landscaping projects while keeping legal tools available for projects that affect drainage or larger earthmoving.
The motion passed by roll call following attorney review language and the board's requested substitutions. Staff will continue to enforce drainage standards under sec. 15.58 and will publish guidance on the new thresholds.
