Greendale bans many mini bikes near homes, sets helmet and age rules for off-highway motorcycles

The Village Board voted to adopt an ordinance creating Section 7.12 to regulate mini bikes and off-highway motorcycles, limiting where and how those vehicles may operate within Greendale.
Village Attorney (speaker 10) explained the ordinance follows Wisconsin statutory definitions for off-highway motorcycles and sets operational limits: a valid operator's license and a properly licensed and equipped vehicle are required to operate on public streets; operation is prohibited within 100 feet of a dwelling and on drainage ditches, shoulders or trails unless the Board designates an area. The ordinance caps maximum speed at 25 mph, allows only one passenger, and requires operators and passengers under 18 to wear helmets. It also prohibits engine racing, excessive noise and careless operation and requires vehicles to meet statutory equipment standards. Children under 12 may not operate on roadways and may operate off-road only when accompanied by a parent or adult designee.
Trustees discussed the practical effect in a compact residential village, noting it would be difficult for private properties to meet the distance requirements to allow typical off-highway motorcycles. Chief Roesdahl confirmed many small, non-compliant vehicles would not meet statutory equipment standards and therefore could not be legally operated on public roads.
The motion to approve the ordinance passed by roll call with all present voting Aye. Trustees said the rule provides clarity for enforcement and aligns Greendale with neighboring communities' approaches.
