San Angelo TIRZ board extends south tiers application window to March 31, 2026

The San Angelo tax increment reinvestment zone (TIRZ) board voted to open the south tiers application window through March 31, 2026, a move staff said will give applicants more time to complete Design and Historic Review Commission (DHRC) steps and make revisions.
Planning and Development Services Director Aaron Vannoy told the board the financial report reflecting the close of the last fiscal year and the first month of the new fiscal year shows stronger revenues than a year ago. “I believe last year was just below 1.2. This year is 1.5. So that’s a $300,000 increase,” Vannoy said, adding that interest income in the south rose from about $3,000 to $75,000 and the north’s interest income was about $176,000.
The revenue gains, Vannoy said, and reconciliation of prior uncompleted projects gave both tiers increased beginning balances and available allocations. Staff noted committed private incentives and the CACP trail project are beginning to draw expenditures this fiscal year.
Staff member Hannah Morel recommended extending the south tiers application window from the meeting date to March 31, 2026. “Staff is recommending opening the tiers window from now to March 31,” Morel said, explaining the extension will allow applicants time to attend “at least three DHRC meetings and make any changes necessary in between that time window.”
Board members asked about the length of the extension and staff said it adds roughly one month to the usual two-month window. Morel told the board there were multiple applicants who had previously pulled out for funding reasons and additional applications likely waiting to move forward; she said staff expects to bring some applicants forward in January and February.
A board member identified as Steve moved to open the south tiers window through March 31, 2026; a board member identified as Brianne seconded. The board approved the motion by voice vote; the chair announced the motion passed.
Vannoy also used his report to encourage property owners in both tiers to contact the Downtown San Angelo Partnership or Development Services for help accessing funding and to coordinate with the Small Business Administration. During the director’s report Vannoy introduced Angelo State University student Ethan Mason and Ryan Gaddy, the new director of economic development for San Angelo, and thanked staff for work on a multi-year strategic plan.
The board set its next regular meeting for Jan. 27, 2026, exchanged holiday greetings and adjourned by voice vote. No public comment was offered on the application-window item.
