The San Angelo Planning Commission approved several subdivision plats and replats on its agenda, taking separate actions on Southland Hills (FP 25‑26), Bell’s Addition (RP 2,539) and an industrial replat along Old Cristoval Road (RP 20‑540).
Austin Reed, senior planner, described FP 25‑26 (Southland Hills, Section 29) as roughly 6.106 acres split into 25 lots within a planned development district (PD‑22‑03). He advised the commission that Valley View Boulevard is a future major collector that would require 26 feet of paving and an incremental 35‑foot half right‑of‑way dedication; staff recommended denial of the Valley View ROW variance but recommended approval of a paving variance for College Hills Boulevard (to remain at 20 feet as earlier sections were granted). Russell Gulley (SKG), representing the applicant, told the commission the applicant would dedicate the 35‑foot ROW for Valley View but asked for approval of the College Hills paving variance; commissioners approved the plat as modified, with the motion announced by the chair as coming from Britney and seconded by Liz.
Arden, regular planner, presented RP 2,539 (third replat of Bell’s Addition) to create four new lots on roughly one acre and noted staff recommended approval of the replat but denial of a curb‑and‑gutter variance. The applicant asked to defer curb and gutter installation until site construction (deferral agreement) to avoid cutting newly poured curb for driveways; staff confirmed deferrals are allowed under the ordinance and the commission approved the replat with a condition deferring curb/gutter to construction.
Austin Reed also presented RP 20‑540 (Old Cristoval Road industrial replat), noting the site is in a heavy commercial district on a TxDOT‑owned minor arterial. Staff recommended approval of the replat and an excessive block length variance (Christoval Road has ~6,700 feet between certain points vs a 2,200‑foot standard). The applicant and staff asked for a sidewalk waiver given TxDOT ownership and the industrial character; a commissioner reviewed the ordinance and supported removing the sidewalk condition. The commission approved the replat and removed the sidewalk condition by motion.
Each of these approvals included condition language to ensure utilities, drainage study submission and other standard construction items occur before final recording; where applicants asked for waivers or deferrals, the commission approved those procedural accommodations and directed staff to implement the required follow‑up agreements.
