Delegates approve bylaws to increase executive‑committee transparency; public comments urge humane response to asylum seekers

Delegates approved two bylaw amendments authored by Andrew Villeneuve that require greater transparency from the Washington State Democrats’ executive committee. The first amendment requires notice to state central committee members when executive‑committee meetings are scheduled and allows members to request observation; it also requires draft minutes to be circulated within seven days. The second amendment creates an explicit reporting duty for congressional-district representatives on the executive committee so constituents receive regular updates.

Both measures were presented with a due‑pass recommendation from the rules committee and were approved on voice and electronic tallies read from the floor (806–29 for the notice amendment, 753–82 for the reporting amendment). Proponents said the changes will improve accountability and responsiveness of party governance between state committee meetings.

Earlier in the morning the convention heard multiple public comments describing the sheltering of asylum seekers in King County and the work of local faith communities. Palmyra Figueroa and Pastor Jan Bollerjack described thousands of people seeking refuge and the strains on small nonprofits and churches that have sheltered families in Tukwila; speakers urged the party to push for humane, coordinated state responses and highlighted state budget RFPs intended to expand capacity.

The convention’s adoption of the Villeneuve amendments directs staff to implement notice and reporting procedures and to publish updated bylaws and reporting templates.
